The bungling hero goes undercover and opens his inept career by unknowingly seeking lodgings in a brothel, getting himself arrested, and teaming up with an obscure detective, blackmails an army officer into disclosing information about a plan by former Nazi officers to steal state bullion. Murder is met along the way, a corrupt government minister is unmasked, the agent is himself incriminated and outlawed by the government's powerful Security Committee. He gains the confidence of the minister's mistress, outwits his devious Controller and brings the evidence he has uncovered to the Security Committee in a bid to free himself from the attentions of the police and special emissaries of the state. The book offers glimpses of life as it was in the Dublin of the 1950s, evoking memories of a more leisurely lifestyle in the Irish capital but one which nonetheless seethed with hidden political and criminal turbulence.
